JOB SUMMARY: The King County Road Services Division designs, builds, operates and maintains roads and bridges in unincorporated areas of King County. The division is committed to ensuring the county's transportation system is safe and efficient for all uses and modes of travel. The Road Services Division is responsible for 1,500 miles of road & 181 bridges, 5.7 million feet of drainage ditches in unincorporated King County. Over 44,000 traffic control signs, 78 traffic signals, and 50 traffic cameras.
 
The Road Services Division, Engineering Services Section, is currently recruiting for full-time Career Service position at the Engineer III level. This recruitment will also be used to create an eligible list to fill special duty assignments, term limited temporary (TLT) and/or seasonal short term temporary assignments depending on the need of the program.
 
The Traffic Safety Investigations Engineer III either independently or with a team of engineers provides analysis of traffic operations and risk review to Engineering Services. The Engineer III position identifies and develops designs to improve safety for roadways of various volumes and classifications throughout unincorporated King County. The Engineer III also provides traffic engineering expertise to residents of unincorporated King County, contract cities, and other agencies within King County. In addition, this position performs highly skilled, technical and specialized traffic engineering studies and analysis, including traffic condition studies, speed limit analysis, and data research and analysis.

WHO MAY APPLY:  This recruiting effort is open to current King County employees only. Under the collective bargaining agreement, first consideration is for lateral movement of current career service employees, holding the position of Engineer III, who are members of PTE, Local 17A.    The purpose of this recruitment is to create a list to fill special duty, term limited temporary (TLT), or career service positions.
 
WORK SCHEDULE:  This position is nonexempt from the provisions of the Fair Labor Standards Act, and is overtime eligible. The regular workweek is full-time 40 hours, 8:00 AM to 5:00 PM, Monday through Friday; must be available to work after hours, weekends, and holidays upon management request.

Job Duties

  • Bachelor's degree in civil engineering (BSCE), traffic / transportation engineering or closely related field and six years (6) of experience or the equivalent combination of education and experience that demonstrates knowledge of traffic/transportation engineering in traffic safety investigations
  • Six (6) years of experience interpreting and applying the Manual on Uniform Traffic Control Devices (MUTCD), FHWA and AASHTO Guidelines
  • Experience applying traffic analysis methods for the design of roadway channelization and traffic calming techniques
  • Demonstrated technical/professional competency in traffic operations and traffic engineering technology as it relates to the planning, engineering, design, and operational needs of the roadway system
  • Advanced knowledge and application of traffic engineering analysis techniques, including multi-way stop warrants, accident rates and speed limit analysis
  • Advanced knowledge of national traffic engineering standard practices
  • Advanced knowledge of Roadworks work order system or similar
  • Advanced knowledge of the sign-log/milepost and route order systems
  • Advanced knowledge of project management rules and techniques and experience acting as project manager for design and construction of projects
  • Knowledge in transportation planning functions
  • Knowledge of supervisory and conflict resolution techniques and principles
  • Advanced oral and written communication skills to develop high-quality written, verbal, and graphical deliverables in the form of progress reports, operational concepts, technology reviews, designs, specifications, presentations, and proposals
  • Ability to efficiently work in traffic to field locate traffic control devices including signs and pavement markings
  • Ability to effectively to interpret highly technical reports and studies
  • Ability to effectively manage multiple projects and priorities under close deadlines and changing priorities
  • Ability to write project scope, develop schedules and cost estimates for traffic analysis projects
  • Ability to independently review consultant submitted scope, schedule and fee proposals
  • Ability to work independently and in a team environment
  • Ability to work within a diverse and multi-disciplinary team including coworkers/team members, the public, development industry customers, supervisory personnel and citizen groups to identify and address roadway safety concerns and communicate potential solutions
  • Ability to effectively lead a team that contributes to a work environment that embraces and encourages diversity in its workforce and where differences are valued
  • Ability to demonstrate behaviors that include fairness, respect, and inclusiveness
 
Necessary Requirements:
 
  • Valid Washington State Driver's License or ability to obtain one by start date
  • KCRDCS or similar, WSDOT Design Manual and Standard Plans and ITE Recommended Practices, Excel, Roads Viewer, Cityworks or similar, MUTCD, FHWA and AASHTO Guidelines
 
Desirable: 
 
  • Knowledge of King County Code, transportation policies, legislative regulations
  • Professional Engineering license (PE)
 
 
SUPPLEMENTAL INFORMATION:

WORKING CONDITIONS: 
 
  • Work performed in the office and field. Work in the field may be performed under unfavorable weather conditions.
  • Must be able to safely negotiate and traverse steep slopes, and to perform work in the field at a variety of construction sites, which may require walking on uneven, rocky or rough ground.
  • Must be able to work a variety of work hours including attending evening meetings and working nights and/or weekends when required.
  • Ability to work around heavy equipment and other potentially dangerous activities associated with construction sites.
  • Often required to stand and reach with arms and hands. Specific vision abilities include close, distant, color, and physical activity including but not limited to lifting
