Description

NOTICE: IDAHO’S PUBLIC HEALTH DISTRICTS ARE AGENCIES THAT ARE AUTHORIZED BY THE STATE OF IDAHO AS INDEPENDENT BODIES. DISTRICT EMPLOYEES ARE NOT STATE OF IDAHO EMPOYEES. RATHER DISTRICT EMPOYEES WHO RECEIVE BENEFITS THROUGH THE OFFICE OF GROUP INSURANCE.

To plan, develop, implement, evaluate, and coordinate specialized department training courses and perform related work.   

Example of Duties

  • Assist in conducting a capability-based jurisdictional risk assessment 

  • Develop and implement health district staff training needs assessments 

  • Identify capability-based training priorities 

  • Develop a multi-year capability-based training and exercise program 

  • Plan, develop, implement, and evaluate capability-based training courses 

  • Plan, develop, execute, and evaluate discussion-based exercises (seminars, workshops, tabletops, and games), and operations-based exercises (drills, functional, and full-scale) 

  • Develop exercise after-action-reports documenting capability performance 

  • Develop improvement plans to identify action items, implement future training, and track capability improvement 

  • Assist in the development, review, and updating of emergency operation plans 

  • Maintain the Eastern Idaho Medical Reserve Corps through training, recruitment, and participation in the Volunteer Idaho System 

  • Design and prepare reports for analysis and dissemination 

 

  • EMERGENCY RESPONSE ROLE– Employees of Eastern Idaho Public Health have an “Emergency Response Role” and may be requested to respond to threats of a public health emergency in accordance with the District’s Public Health Preparedness PlanThis may include requirements to work longer shifts, nights, or weekends, and to perform duties different than your daily routineEmployees will not be asked, expected, or allowed to perform duties for which they are not trained or qualified 

Minimum Qualifications

MINIMUM QUALIFICATIONS

  • Experience performing training needs assessments, developing training objectives, designing coursework, and evaluating training
  • Experience presenting training to adult groups in structured learning situations using a variety of training methods
  • Exercise design experience
  • Technical writing experience
  • Good Knowledge of training theory
DESIRABLE QUALIFICATIONS 
  • Experience executing discussion-based exercises (seminars, workshops, tabletops, and games), and operations-based exercises (drills, functional, and full-scale)
  • Completion of the Homeland Security Exercise and Evaluation Program
  • Master Exercise Practitioner (MEP) certification
  • Knowledge of Public Health Emergency Preparedness and Response Capabilities
  • Knowledge of the National Incident Management System
  • Knowledge of the Incident Command System
  • Experience writing and reviewing emergency operation plans
